Insurer domiciled outside a state that operates in that state under a certificate of authority granted by that state’s insurance department. A foreign insurer may elect to be subject to the same regulations as an admitted insurer or to operate outside that regulation as a non-admitted insurer, also known as a surplus lines insurer.
